In a under 16 game I had, the home team had not given me their match book before the start of play. I received the match book at the end of the 2nd half when I requested it to be with me at half time. I also did not have any marshals or have 2 match balls before the start of play. I also had an away team linesmen "spit the dummy" and walk off, when I correctly made a off side decision even though the linesman was not keeping up with play. He threw the flag, and I could not restart the game until I had a replacement linesmen. Do I put in a incident report regarding the above? Thanks Ray

Hey Big Man,
Yes, report the book not being available. Yes report no match balls. Yes, report the marshals not on hand to escort you to the ground, stay with you at half time interval and escort you back at full time
In regards to the marshals, DO NOT leave your room without them. If you have advised the club that you are in attendance upon your arrival you will be amazed how quickly they will find you (in your room) when they are ready to start with no ref.
But lets be proactive, advise the coach /manager canteen etc they you have arrived for games x,y,z whatever, tell them you will wait for your two marshals in you room.
In so far as the linesman, I would refer your query to your federation for clarification.
I would not report it but again seek advice from your federation.
Hope this helps.

If you did not have the teamsheet book before the game i am thinking you should not have played the game. How did you verify that the players playing were registered?Did you have FFv id cards.? Competition rules state no FFV id no play. And without a match record sheet not sure how you were going to check to see if they were listed on the team sheet. As chuck said do not leave your room if there are no ground marshalls to escort you on the field especially if you have intorduced yourself once you arrive at the venue. Also in regards to the linesman i would report it i will past a section from the competiton rules reagarding a linesperson. Ieach team must provide a linesperson to assist the Match Official. Failure to comply will result in a 3-0 loss to the offending Club or in the case of a failure by both teams to do so a NO-RESULT.

Hey guys, That's a tough situation Ray. I have been told that as referees we are not allowed to start play without the match sheet being available to the referee. It's stated in the rules and many problems can arise that Vince has described above. It sounds like the club wasn't cooperating with you very much, due to the lack of materials and match balls. These facts break more then one of the competition rules and the club is at fault. I would suggest that you should report what happened to FFV, Ray, as you nor any referee deserve to have that many problems on a match day. Sure if the club official was late or another fiasble excuse, then perhaps things maybe a little bit different, but judging from the volunteer linesman spitting the dummy over a little thing like calling an offside, the atmosphere wasn't the most referee-friendly game. Also, as finishing comment, the fact that no ground marshalls appointed bothers me a lot. Overall, I would not have officiated the game and definately send in an incident report.
